Digital India Land Records Modernization Programme (DILRMP) :

Two centrally sponsored schemes, Computerization of Land Records (CLR) and Strengthening of Revenue Administration and updating of Land Records (SRA&ULR), were combined to create the National Land Records Modernization Programme (NLRMP), which has been renamed as the Digital India Land Records Modernization Programme (DILRMP), with the goal of modernizing the land records system in the nation. The Cabinet gave its approval to the DILRMP on August 21, 2008.

The program has been launched with a technical workshop held on 24-25 September, 2008 in New Delhi which was attended by officials of Revenue and Registration Departments of the States.

The NLRMP’s ultimate objective is to replace the nation’s presumptive title system with a conclusive titling system with title guarantee.

Physical and Financial Progress made under DILRMP:

Establishment of Sub-Divisional Data Centers: Of the Rs. 32.25 lakh that the Indian government released, Rs. 31.85 lakh has been used to establish 32 Sub-divisional Data Centers throughout the State, located in 30 Civil Subdivisions and 2 Sadar Subdivisions.

In order to create the NLRMP Cell at the Assam Survey & Settlement Training Centre, Dakhingaon, Guwahati, the government of India released Rs. 147.05 lakh. Of that amount, Rs. 103.79299 lakh has been used up to this point for the purchase of modern survey equipment, library books, training materials, consumables, infrastructure upgrades, management overheads, boarding & lodging for trainees, etc.

Establishment of Modern Record Room: Out of Rs 1415.625 lakh released by the Government. The Government of India has sanctioned an amount of Rs 1400.00 lakh for the establishment of 56 buildings. Modern Records has been used in the first phase in selected circle offices across the state and so far Rs 1093.81703 lakh has been used.

Interconnectivity between Revenue offices: Of the Rs. 540.75 lakh made available by the Government of India’s Revenue and D.M. Department, Rs. 540.75 lakh has been approved for the interconnection of 143 Revenue offices throughout the State via BSNL, and an additional Rs. 405.48709 lakh has been made available as a down payment to the implementing authority, BSNL, in order to get the work started sooner.
